COMMON MEASUREMENT FRAMEWORK

Four levels of evidence.

Each pilot will use the smallest useful data set needed for learning, participant follow-up, grant reporting, and privacy protection.

    Reach

    Who participated, which population and geography were served, and whether intended participants could access the program.

  2. 02

    Completion

    Attendance, learning hours, deliverables, referrals, and program completion.

  3. 03

    Capability

    Pre/post knowledge or confidence changes in digital, financial, career, consumer, or navigation skills.

  4. 04

    Verified action

    A completed application, document, project, accepted referral, interview, enrollment step, protection action, or other observable movement.
